In the recruitment process, manually selecting suitable candidates from curriculum vitae (CVs) for a job description (JD) is both time-consuming and expensive. Traditional keyword-based methods struggle to capture skill semantics, prompting the development of more advanced JD-CV matching systems. This paper aims to investigate and construct an ontology-based skills recommendation system, with objectives including creating a skills ontology and developing skills matching methods for JD-CV pairs. The objective of our approach is to enhance the accuracy and contextual relevance of recommendations (...) by utilizing the proposed score. The proposed skills ontology and skills matching strategies are applied to a real dataset in Vietnam. The results of our study can automatically recommend a list of CVs for a given JD. Furthermore, the findings indicate that our proposed model surpasses comparative approaches by a margin of at least 1% to 5%. Overall, the study demonstrates the potential of utilizing ontology-based approaches to offer a practical solution for enhancing hiring practices. (shrink)

Reparations is an idea whose time has come. From civilian victims of war in Iraq and South America to descendents of slaves in the US to citizens of colonized nations in Africa and south Asia to indigenous peoples around the world--these groups and their advocates are increasingly arguing for the importance of addressing historical injustices that have long been either ignored or denied. This volume contributes to these debates by focusing the attention of a group of highly distinguished international experts (...) on the ways that reparations claims figure in contemporary political and social justice movements. Four broad types of reparations claims are examined, those involving indigenous peoples, the legacy of slavery in the United States, victims of war and conflict, and colonialism. In each instance, scholars and activists argue about the character of the injustice for which reparations are owed, why it is important to take these demands seriously, and what form redress should take. The aim is not consensus but to exhibit better the complexity of the issues involved--a goal which the interdisciplinary nature of the volume furthers--as well as the importance of taking seriously both conceptual issues and the actual politics of reparations. The instances of such types exist always in or on anatomical structures, which thereby become transformed into pathological anatomical structures of corresponding types: a fractured tibia, a blistered thumb, a carcinomatous colon. In previous work on biomedical ontologies we showed how the provision of formal definitions for relations such as is_a, part_of and transformation_of can facilitate the integration of such ontologies in ways which have (...) the potential to support new kinds of automated reasoning. This article takes the linguistic space of North India during the nineteenth and twentieth centuries and tries to see how a nationalistic linguistic ideology that was shaping up at that time, creating Hindi and Urdu linguistic communities, used gender as a tool to portray and assert a masculinist vision of language and nation. It involved not just censoring certain representations of women and their cultural spaces, but also using the issue of ‘vulgar’ representations as a premise to marginalize certain languages (...) and their literature. The article looks at the colonial ideology that worked as an enforcer for the nationalists to work towards achieving what they felt as a sanitized and moral form of literature and culture. The linguistic ideology that accompanied these revisions was of projecting Hindi (Khari Boli) as a national language while limiting spaces of other languages, such as Braj, Urdu and Bhojpuri, in the region, by criticizing either their use of sexual imagery or by stereotyping them in a gendered way. This article investigates the arguments of nationalist writers and highlights their masculinist and patriarchal ideas in their bid for the new national language. (shrink)

Detecting Intrusions and anomalies is becoming much more challenging with new attacks popping out over a period of time. Achieving better accuracies by applying benchmark classifier algorithms used for identifying intrusions and anomalies have several hidden data mining challenges. Although neglected by many research findings, one of the most important and biggest challenges is the similarity or membership computation. Another challenge that cannot be simply neglected is the number of features that attributes to dimensionality. This research aims to come up (...) with a new membership function to carry similarity computation that can be helpful for addressing feature dimensionality issues. In principle, this work is aimed at introducing a novel membership function that can help to achieve better classification accuracies and eventually lead to better intrusion and anomaly detection. Experiments are performed on KDD dataset with 41 attributes and also KDD dataset with 19 attributes. Recent approaches CANN and CLAPP have showed new approaches for intrusion detection. The proposed classifier is named as UTTAMA. UTTAMA performed better to both CANN and CLAPP approaches w.r.t overall classifier accuracy. Another promising outcome achieved using UTTAMA is the U2R and R2L attack accuracies. The importance of proposed approach is that the accuracy achieved using proposed approach outperforms CLAPP, CANN, SVM, KNN and other existing classifiers. (shrink)

This chapter presentsa principled view that grounds the need for whistleblowing protection, often missing in the literature. They argue that whistleblowers have a right to protection because of their role in ensuring accountability against wrongdoings that go unnoticed due to unrestrained practices of secrecy. This right derives from the crucial role of whistleblowing in exposing right limitations, in absence of procedures of redress, and information of public interest. Given this role, absence of procedures of protection and fair hearing of disclosure (...) claims puts unfair burdens on whistleblowers so much as to, in some instances, preclude the very possibility of disclosure. In this regard, a cognizance of their role in ensuring protection of rights and structure of accountability demands a system of protection extended to human rights defendants. Santoro and Kumar argue that the European Union should stand up for the legal protection of whistle-blowers and encourage their contribution towards more transparent institutions and economic transactions. With the technological evolutionary advent, a vision-based approach presents the remote measuring approach for the analysis of vibration. The structure vibration test and model parameter identification in the detection of the structure of the bridge evaluation occupies the important position. The bridge structure to operate safely and reliably is ensured, according to the geological data of qixiashan lead-zinc mine and engineering actual situation, with the aid of international mining software Surpac. To build the 3D visualization model of the application of (...) visualization in mine production are discussed. The results show that the final solid model of -425 stope can accurately display the spatial form of each layer of stope through rotation, amplification and movement. The proposed system is effectually able to perform cutting, volume calculation and roaming in any direction, which has certain guiding significance for mine production management. An accuracy value of 98.75%, the sensitivity of 99%, specificity of 99.64% and PPV of 99.89% are achieved using the proposed 3D modelling and visualization algorithm for vibration signal processing and management. Things come to existence in our day-to-day life. The law of dependent origination explains that they (...) come into existence; depending upon some other factors. The theory of relation explains that such dependence on the other dhammas is possible due to some relations. In other words, Paṭiccasamuppāda explains the process of existence of conditioned things. In this article, I develop the concept and practice of ‘listening to difference,’ examining J.G. Herder’s aural theory of cultural diversity as primarily worked out in the ‘Treatise on the Origin of Language’ (1772). I examine the sources Herder critiqued to outline his aural theory of linguistic and cultural difference, which have thus far only been summarily mentioned if at all in scholarship despite the prominence of the ‘Treatise’ in intellectual history and philosophy. These sources comprise the travelogues of seventeenth- (...) and early eighteenth-century French scientists, mathematicians, diplomats, and Jesuit missionaries who described the inadequacy of Romanized orthography to accurately transcribe the sounds and pronunciations of the indigenous peoples they encountered throughout the Americas, Thailand, and China. Herder’s critical readings of travelogues showcased the unintended failures and interruptions in European colonial practices of listening. I argue that it was the French travellers’ failure to erase difference, to transform it into identity or, in other words, into a universalist monolingualism, which produced a consciousness of cultural and linguistic difference, even if repressed. The sounds of the spoken indigenous languages exposed the limits of the paradigms of Catholic and European linguistic classification. Instead, the exemplary technologies for preserving difference in scriptural and listening practices were for Herder the Hebrew alphabet and the oral transmission of poetry in ancient and Indigenous cultures. Listening to difference, as I define it, involves an openness to listening to the voices and sounds of the othered by listeners who recognize their distinct situated, embodied positionalities. It offers alternate possibilities to conceive of human diversity as continually in formation and not as a static or progressive hierarchy. (shrink)

In resultant moral luck, blame and punishment seem intuitively to depend on downstream effects of a person’s action that are beyond his or her control. Some skeptics argue that we should override our intuitions about moral luck and reform our practices. Other skeptics attempt to explain away apparent cases of moral luck as epistemic artifacts. I argue, to the contrary, that moral luck is real—that people are genuinely responsible for some things beyond their control. A partially consequentialist theory of responsibility (...) justifies moral luck. But this justification is no mere rationalization of the status quo. Recent experimental and evolutionary work on punishment and learning suggests that the very same reasons that justify moral luck have also shaped the evolution of our luck-sensitive moral practices. The authors studied the impact of social-ethical investing on firms targeted during the South African boycott. Findings indicate that the average percentage of institutional ownership of the stocks of the firms with equity interests in South Africa increased at a significantly greater rate than the rest of the market following the end of sanctions. Using event study methodology, the authors find that these stocks significantly outperform the market in this period. This study provides evidence of the stockmark et impact of (...) social-ethical investing and of a positive relationship between corporate social performance and corporate financial performance as measured in stockmarket returns. In this paper, I offer a systematic account of Quine’s philosophy of mind. In doing so, I respond to an interpretive problem of reconciling Quine’s admission of irreducible mentalistic predicates with his physicalism. I argue that the required reconciliation takes place in a theory of mind that accords a central explanatory role to dispositions, but which nevertheless is non-behavioristic and non-reductive. A second, and intermediate, project of this paper is to explicate Quine’s account of dispositions and their status in Quine’s (...) regimented theory. Particularly, I will argue that Quine’s non-reductive physicalism about the mind rests on a distinction between two kinds of dispositions. (shrink)
